Minimum requirements for the position are a master’s degree in urban planning from an accredited university program; and five or more years’ experience in local government planning. Knowledge of current and long range planning, and planning administration strongly preferred. AICP Certification or progress toward AICP expected.
Major Duties and Responsibilities
The primary role of this position is current planning functions. Meeting with those requesting approvals of site plans, subdivisions, variances, and special exceptions; preparing reports, and handling administrative functions related to these responsibilities.
The immediate supervisor for this position is the Director of Planning for the City of Oxford. Also supervised by the Assistant Director.
The person in this position may have limited supervision over an Administrative Assistant and Enforcement Officer as necessary to carry out the functions of this position.
- Meet with potential developers, assess development proposals (site plans, special exceptions, rezonings)
- Prepare and present staff reports to Boards and Commissions (Planning Commission, Board of Aldermen) as required.
- Provide other assistance as required to the Director and Assistant Director for special projects.
- Work in cooperation with other Planning staff and appropriate staff in other City and Lafayette County departments.
- Take leadership role in smaller scale long range planning projects (area plans, functional plans).
- Research, write, draft zoning text amendments on an as needed basis, for presentation to the Planning Commission and Board of Aldermen.
- May provide some support to Historic Preservation Commissions on an occasional basis.
Assisting in preparation of packets for Boards and Commissions, posting signs for meetings, handling walk-in questions.
Knowledge, skills, and Abilities
- General knowledge of city planning principles and structures.
- Familiarity with city codes and ordinances, functions and operations of municipal government, and state land use laws.
Skills and Abilities
- A strong work ethic, initiative, dependability, and desire to work with a broad spectrum of tasks in a fast-paced work environment are vital traits.
- Must have experience writing and presenting staff reports to boards and commissions, and working with developers and the public.
- Excellent writing skills necessary (reports and letters) – including proper grammar, spelling, and use of English in speaking and writing.
- General math skills, ability to read maps and understand development plans expected.
- Skill with standard office computer software and working knowledge of ArcGIS required; some proficiency with Adobe, AutoCAD, and SketchUp software preferred.
- Ability to work well in a team environment and build good working relationships with City staff
- Ability to make decisions within specified time limits and meet specified and required deadlines
- Ability to communicate effectively and calmly with residents, developers, elected and appointed officials; maintaining composure in heated situations
- Ability to maintain confidentiality and work independently
- Willingness to follow department and City policies and procedures

Most work is in an office setting. Site visits, usually in a vehicle, are necessary in preparation for reports. There is no exposure to chemicals and/or hazardous materials on a daily basis. The emotional stress level associated with this position can be high from time to time. 90% of the work for this position is indoors, and 10% is outdoors. Attendance at evening meetings for some Boards and Commissions will be expected.
